Why does Mumm Ra wear a kilt?

Why does Mumm Ra wear a kilt? I thought he originated from Aincent Egypt, not Scotland.

The Egyptian men wore skirts. Also fashionable Egyptian women of the high class typically had at least one breast exposed. You don't see that in the movies! :p

I never thought of it as a kilt. I thought of it more as something they wore in ancient Egypt, the men didn't wear pants back then.
