Yes, paint app issues, reversed shoulders/arms, two of the same legs/feet are all defects as far as I'm concerned, and should not have been sold to the public. Mattel doesn't know the meaning of the term QC. ;)
I only collected the first several months of MOTUC and the only real problem I had was the shoulders on He-Man were on the wrong way round but it wasn't something I noticed until someone pointed it out a couple years ago that it was just a factory error on every figure.
