Can Mods approve new users? Snark can't create new threads but can reply. I can't find an option to approve the account.

It only happens if they have not replied to a existing thread. Once they do so they are automatically promoted to the Established members usergrou[p where they have full posting priviledges. She should be able to create a new thread.

So anyone who makes a reply saying they can't post new threads will automatically be able to as soon as they post the reply?

Awesome. That makes it easy to respond to those replies.

CodeofThundera makes a good point. We really need to alter the new member message with instructions that their first post must be in an existing thread before they can start their own threads. Either that or just allow all new members to start their own threads?

Anyone know how to change the new member default message?

I have made it so that new members will automatically get a PM that tells them they must first reply to an existing thread prior to making a new one. This should eliminate the amount of requests that we get to provide folks with full posting priviledges.
